President Donald Trump has unveiled a sweeping $22.5 billion plan to transform Washington Dulles International Airport, replacing its aging concourses, expanding the AeroTrain, moving parking closer to the terminal, and eliminating the airport’s famous mobile lounges. The politics can wait. As an airport project, this is ambitious, overdue, and potentially transformative.
Trump Unveils $22.5 Billion Plan To Rebuild Washington Dulles Airport
Washington Dulles International Airport may finally receive the comprehensive overhaul travelers have been waiting decades to see.
President Donald Trump, Transportation Secretary Sean Duffy, the Metropolitan Washington Airports Authority, and United Airlines have announced a massive capital program that would rebuild much of the airport while preserving its iconic Eero Saarinen-designed main terminal* (*more on that below).
The proposal includes approximately five million square feet of new or renovated airport space and envisions a permanent midfield-concourse complex replacing the aging C and D facilities.
That is particularly welcome news for United passengers. Concourses C and D were constructed more than 40 years ago as “temporary facilities” but have become semi-permanent over the years decades.
The broader plan includes:
- New and expanded passenger concourses
- An expanded AeroTrain network
- A central pedestrian tunnel with moving walkways
- A 32,000-space parking garage closer to the main terminal
- Modernized security and check-in areas
- Improved baggage-handling systems
- Additional restaurants, shops, hotels, and passenger amenities
- More United Club space and a much larger United Polaris Lounge
The original Saarinen terminal will of course remain, preserving one of the most distinctive airport buildings in the United States, but the plan calls for gutting the inside and extending it 300 feet in each direction (it isn’t clear why it looks nothing like it does today in the renderings below, but it appears the conceptual plans calls for building over it while preserving it).
How The New Concourse E Fits Into The Plan
Dulles is not starting from scratch. United and the Metropolitan Washington Airports Authority are already deep into construction on what is currently called Concourse E, a 435,000-square-foot facility that is expected to open later this year.

The new concourse will include:
- 14 gates for United Airlines
- Direct access from the existing AeroTrain station
- A roughly 40,000-square-foot United Club
- New restaurants and retail space
- Modern passenger waiting areas
- A dedicated corridor for arriving international passengers
Rather than being discarded under the new plan, Concourse E appears to represent the first completed piece of the future permanent midfield-concourse system.
Later phases would expand the new infrastructure, add more gates and AeroTrain connections, and ultimately allow United to move out of the aging C and D concourses. Concourse E gives United 14 modern gates almost immediately, while the remaining pieces can be constructed in stages around an operating airport.
The final concourse names and precise phasing may change, but the basic sequence is logical:
- Open Concourse E
- Keep C and D operating during construction
- Expand the permanent midfield-concourse complex
- Connect it with additional AeroTrain service and walking tunnels
- Gradually retire the old C and D facilities
That makes Concourse E a useful bridge between today’s Dulles and the far more ambitious airport now being proposed.
Goodbye To The Dulles “Moon Buggies”
Perhaps the most visible change will be the retirement of the airport’s mobile lounges, sometimes called people movers, moon buggies, or those strange vehicles that look like they escaped from a 1960s science-fiction film.
The proposal would replace them with an expanded AeroTrain system, a central walking tunnel, and moving sidewalks connecting passengers to the new concourses.
I realize I may be one of the last dinosaurs who actually likes the mobile lounges, but I do…I just took these photos a couple days ago:
They are undeniably slow, awkward, and inefficient, especially after a long international flight when the vehicle sits on the apron waiting for more passengers. But they are also uniquely Dulles. There is something oddly enjoyable about descending from the aircraft, entering a giant elevated bus, and riding across the airfield among the airplanes.
It is a relic from another era, but one I will genuinely miss…we’ll talk a lot more about that in future posts and we have some time before these are retired.
That said, nostalgia is not a compelling reason to retain an inferior passenger-transport system at a major international hub. A fast, reliable train and a direct walking option will be better for nearly everyone…yes, I admit it.
A Massive Parking Garage And New Concourses
The planned 32,000-space parking structure would sit much closer to the main terminal, reducing reliance on distant lots and shuttle buses.
I am generally skeptical of building ever-larger airport parking garages when Dulles now has a direct Metro connection, but Northern Virginia remains heavily car-dependent. For many travelers from Virginia, Maryland, West Virginia, and Pennsylvania, driving will continue to be the most practical option.
The terminal changes are far more important.
Dulles has a beautiful main building, but the experience deteriorates rapidly once you leave it, with the exception of the B Gates. The existing concourses are often crowded, dated, and C and D are poorly suited to United’s growing international hub.
United handles the majority of Dulles traffic, so the airline will be deeply involved in both financing and shaping the project. Funding is expected to come primarily through airport-authority bonds, airline contributions, and potential public-private partnerships rather than a direct $22.5 billion federal appropriation. Trump said no federal taxpayer money will be used, which would be quite a feat if true.
Can This Really Be Finished Quickly?
Trump suggested the transformation could move quickly, but rebuilding a fully operating international airport is never simple.
Some construction could begin as early as next year, but many design, financing, approval, and phasing details remain unresolved. A project of this size will almost certainly proceed in stages, with passengers enduring years of construction before the full benefits appear…just look at the C and D gates now.
Airport bonds are ultimately repaid through airline rents, landing fees, concession revenue, and passenger facility charges. Even when taxpayers are not writing the initial check, travelers often pay indirectly through higher airport costs and ticket prices.
Still, Dulles continues to set passenger records and grow as both an international gateway and a United hub. I’m excited about infrastructure projects like this and happy to see what may come from all of this.
CONCLUSION
The Trump administration has unveiled an ambitious $22.5 billion vision for Washington Dulles International Airport, including a permanent midfield-concourse complex, expanded rail and pedestrian connections, modernized passenger facilities, and a massive parking garage.
The nearly completed Concourse E will not be wasted. Instead, it appears positioned to serve as the first phase of the larger concourse system that will eventually replace C and D.
The Saarinen terminal will remain, while the mobile lounges will finally disappear. I will shed a small tear for those wonderfully inefficient old moon buggies, but this overhaul is badly needed.
Dulles has the route network and architectural centerpiece of a great global airport. Now it may finally receive concourses and passenger infrastructure worthy of both. This is the “America First” I’ve been hoping for since the very beginning…
